Construction and Operating Permits Workgroup

The Water Protection Forum has identified the continuing authority language in 10 CSR 20-6.010 as a potential rulemaking. Along with the updates to the continuing authority language, the department is considering a comprehensive revision to 10 CSR 20-6.01 Construction and Operating Permit regulations. This workgroup has been convened for the purpose of informal discussions regarding the development of this rule, in addition to the formal public participation process required for formal rulemaking. Staff hope to engage stakeholders to obtain comments and concerns about important complex issues. This rule does not cover effluent limits or the effluent regulations.

Workgroup products are expected to be specific rule language, as well as cost and other information needed to develop formal regulatory impact reports. Staff intend to bring changes to the Missouri Clean Water Commission for public hearing and adoption.
