Non-playground and Playground Scrap Tire Material Grants
Fiscal Year 2015

The Missouri Department of Natural Resources’ Solid Waste Management Program (SWMP) administers grant programs to divert scrap tires from landfills and illegal dumps by promoting end-uses for scrap tires.

Non-playground Scrap Tire Material Grants -- Approximately $150,000 is available during the 2015 grant cycle for scrap tire material grants for running tracks, walking trails, equine/livestock stalls/riding area or similar types of surfacing projects or molded products.  Grant recipients requesting mats/tiles or pour-in-place surface material or molded products will be eligible to receive up to $50,000 while those requesting loose surface material will be eligible to receive up to $25,000. 

Playground Scrap Tire Surface Material Grants – Approximately $150,000 is also available during the 2015 grant cycle for playground scrap tire surface material grants.  Grant recipients requesting mats/tiles or pour-in-place surface material will be eligible to receive up to $20,000 while those requesting loose surface material will be eligible to receive up to $10,000.

The department’s SWMP will award both types of grants on a competitive basis.

WHO MAY APPLY? – Public schools, private schools, parks, non-profit day care centers, other non-profit organizations, and governmental organizations other than state agencies are eligible to submit applications.  Prior recipients of non-playground or playground scrap tire material grants are ineligible during this grant cycle unless an expansion to the prior surfaced area is planned or a different location/area will be surfaced.  Prior grant-funded surfaced areas cannot be repaired or upgraded with grant funds.

WHAT PROJECTS ARE ELIGIBLE?Non-playground grant funds are available for the cost, delivery and vendor installation of scrap tire surface material for running tracks, walking trails, equine stalls/riding area or similar types of surfacing projects or molded products.  Playground grant funds are available for the cost, delivery, vendor installation of scrap tire surface material for playgrounds only.

WHAT TYPES OF SCRAP TIRE MATERIALS ARE ACCEPTABLE? – All grant recipients will be required to purchase scrap tire material from manufacturers whose scrap tire material contains at least forty percent (40%) Missouri generated scrap tires. Loose scrap tire material for playground projects MUST BE 8 inches deep, wire-free, and be properly contained.  Mats/tiles or pour-in-place material MUST BE placed on asphalt, concrete, or other suitable surfaces. All surfacing projects must conform to the manufacturer’s specifications and be approved by the department.  All projects must be located within the State of Missouri. 

IS THERE A MATCH REQUIREMENT? While the current scrap tire regulations allow the department to require a recipient match of up to 50%, no match will be required for this year’s grant cycle. The department may require matching funds in future grant cycles.

IS THERE ANY BENEFIT FROM BUYING ADDITIONAL SCRAP TIRE SURFACE MATERIAL WITH OTHER FUNDS AVAILABLE TO THE PROJECT?  There is an evaluation criterion that provides points for applicants purchasing additional scrap tire material in addition to the amount purchased with grant funds.  Applicants proposing to purchase additional scrap tire material using other funds available to the grantee are eligible for up to fifteen (15) points. Once funds are awarded should the applicant fail to provide the amount of additional surface materials using other funds included in their original application budget, such grantee shall receive reimbursement based on the actual amount of additional surfacing material purchased.  An example follows:

WHAT IS MY DEADLINE?NON-PLAYGROUND APPLICATIONS must be completed and postmarked by Friday, Feb. 27, 2015.  Applications that are completed and hand delivered to the department must arrive by 5:00 p.m. on Friday, Feb. 27, 2015.
