Waste Management Program Functions

The purpose of the Waste Management Program is to ensure solid waste is managed in such a way that protects both public health and the environment.
Operations Section
Administrative Functions
- Development of financial reports regarding program expenditures.
- Accounts payable/budget planning and tracking.
- Computer information systems planning and maintenance.
- Legislative and fiscal note coordination.
Financial Functions
- Administration and oversight of district grants.
- Administration and oversight of district administrative grants.
- Administration and oversight of targeted grants/loans.
- Development of financial reports regarding grants/loans.
- Solid Waste Management Fund regulation development.
- Financial technical assistance to Solid Waste Management Districts.
- Workshops and training for Solid Waste Management District staff.
Planning Functions
- Coordination of local and regional solid waste management planning.
- Promote recycling, resource recovery and solid waste reduction.
- Review, approve and track solid waste management plans.
- Promote solid waste management alternatives.
- Solid waste planning data management.
- Solid waste planning regulation development.
- Provide technical assistance to Solid Waste Management Districts.
- State Solid Waste Management Plan development.
- Promote recycling in state government.
- Providing technical assistance to the public, legislators and others on recycling, waste reduction, composting and resource recovery.
Engineering Section
Permits Unit
- Coordinate and hold solid waste permit hearings.
- Provide oversight of groundwater monitoring tequirements for solid waste disposal areas.
- Infectious waste regulation development.
- Solid waste permit regulation development.
- Permit condition compliance review.
- Review and recommend approval of solid waste disposal area construction permit applications.
- Review and recommend approval of solid waste processing facility construction permit applications.
- Review and recommend approval of closure and post-closure plans for proposed solid waste disposal areas.
- Review and approve financial assurance documents for proposed and existing solid waste disposal areas.
- Review and recommend approval of requests for disposal area operating permits.
- Review and approve requests for processing facility operating permits.
- Provide technical assistance to the public, regulated community, legislators and others concerning permitting requirements.
Special Projects Unit
- Coordinate geological evaluations of existing solid waste disposal areas.
- Provide technical assistance concerning permit modifications and permit exemptions.
- Review and approve closure and post-closure plans for existing solid waste disposal areas.
- Review and approve closure of solid waste disposal areas.
- Review and approve corrective (remedial) action plans for solid waste disposal areas.
- Review and approve permit exemption requests.
- Review and approve disposal area permit modification requests.
- Review and approve processing facility permit modification requests.
- Review and approve beneficial use and clean fill requests.
Compliance and Enforcement Section
Solid Waste Facilities Unit
- Conduct civil investigations of violations at solid waste facilities.
- Conduct civil investigations of illegal dumping violations.
- Coordinate the development of quality assurance/quality control plans for the sampling of ground water monitoring wells at solid waste disposal areas.
- Provide coordination, technical assistance and training for Regional Office's solid waste staff.
- Initiate formal enforcement actions -- following through to resolution.
- Tracking inspections and enforcement actions.
- Conducting Landfill Operator Certification and Re-Certification Training.
- Providing litigation support for the Attorney Generals Office.
- Rulemaking development regarding enforcement.
- Providing technical sssistance to the public, legislators and others regarding enforcement issues.
- Geographic Information System efforts concerning solid waste facilities and illegal dumps.
- Investigations of methane gas migrations from solid waste disposal areas.
- Remedial Fund investigation and development.
- Promote local solid waste enforcement.
Scrap Tires and Illegal Dumping Unit
- Conduct enforcement against scrap tire dumps.
- Review Missouri Department of Transportation scrap tire hauling permit applications for concurrence.
- Review and approve applications for scrap tire processing facility/scrap tire site permits.
- Administration and oversight of scrap tire grants.
- Administration and oversight of contracts and memorandum of aggreements for scrap tire dump cleanups.
- Review and approve requests for the beneficial use of scrap tires.
- Rulemaking development regarding scrap tires.
