The Missouri Air Conservation Commission, made up of seven members appointed by the governor, was created by the Missouri General Assembly in 1965. The commission members serve four-year terms and usually meet once a month. The primary duty of the commission is to carry out the Missouri Air Conservation Law (Chapter 643, Revised Statutes of Missouri). Most commission meetings include public hearings during which rule actions, variances from rules and other matters come before the commission. All meetings are open to the public, and your comments are welcomed.

The Missouri Air Conservation Commission's operating policy explains the structure of the commission, the roles and responsibilities of commissioners, and training provided to commissioners. Among the commission's duties:

  • Adopting, amending, and rescinding rules.
  • Making decisions on appeals from enforcement orders and permit conditions.
  • Beginning legal actions to compel compliance with rules.
  • Assigning duties to local air pollution control agencies.
  • Listing regions as attainment (when air quality in an area meets all standards) or non-attainment areas (if air monitors detect too much of a pollutant) based on the National Ambient (outdoor) Air Quality Standards.
  • Approving overall plans for meeting the national standards in listed non-attainment areas.
