On Aug. 3, 2015, the U.S. Environmental Protection Agency (EPA) released the final version of its Clean Power Plan. It places federal standards on carbon emissions from existing power plants that generate electricity. The plan sets a deadline of 2030 for these plants to reduce emissions of carbon dioxide.

EPA's Proposed Rule

The Missouri Department of Natural Resources’ Air Pollution Control Program submitted comments
regarding EPA’s proposed rule: Federal Plan Requirements for Greenhouse Gas Emissions
From Electric Utility Generating Units Constructed on or Before January 8, 2014;
Model Trading Rules; Amendments to Framework Regulations.

Clean Energy Incentive Program

The Clean Power Plan includes a Clean Energy Incentive Program (CEIP) to provide incentives
for early investments in energy-efficiency projects in low-income communities. State participation is optional.
EPA solicited comments about the Clean Energy Incentive Program, and in December 2015,
the Missouri Department of Natural Resources' Air Pollution Control Program sent EPA its comments.
