Clean Power Plan
On Feb. 9, 2016, the U.S. Supreme Court issued an order staying EPA’s Clean Power Plan (CPP).

On Aug. 3, 2015, the U.S. Environmental Protection Agency (EPA) released the final version of its Clean Power Plan. It places federal standards on carbon emissions from existing power plants that generate electricity. The plan sets a deadline of 2030 for these plants to reduce emissions of carbon dioxide.

EPA's Advanced Notice for Proposed Rulemaking
The Missouri Department of Natural Resources’ Air Pollution Control Program submitted comments regarding EPA’s Advanced Notice for Proposed Rulemaking: State Guidelines for Greenhouse Gas Emissions from Existing Electric Utility Generating Units [Dec. 28, 2017, Volume 82, Number 248, Advanced notice of proposed rulemaking, pages 61507-61519].

EPA's Proposed Rule
The Missouri Department of Natural Resources’ Air Pollution Control Program submitted comments

From Electric Utility Generating Units Constructed on or Before January 8, 2014;
Model Trading Rules; Amendments to Framework Regulations.

Clean Energy Incentive Program
The Clean Power Plan included an outline for a Clean Energy Incentive Program (CEIP), which would provide incentives
for early investments in energy-efficiency projects in low-income communities. State participation would be optional.

EPA solicited early comments about the idea and format of the Clean Energy Incentive Program as described in the Clean Power Plan. In December 2015, the Missouri Department of Natural Resources' Air Pollution Control Program sent EPA its comments. To read the comments, click here.
In June 2016, EPA expanded upon what it had released initially and issued a proposed rule regarding the Clean Energy Incentive Program. As originally described, it would be a voluntary plan.
