The Division of Energy provides loans to public schools, universities, colleges, cities and counties to help reduce energy costs through the Energy Revolving Fund. This loan financing may be used for various energy-saving investments, including projects such as upgrading insulation, lighting systems, heating and cooling systems, windows and other items that affect your energy use.
Loan recipients benefit from increased occupant comfort in their buildings and reduced energy costs. The financing also frees up tax dollars that school districts, higher education facilities and local governments can use for essential services or other capital improvements. Loan recipients repay the loan with money saved on energy costs as a result of implementing the energy-efficiency projects. These loans are not defined as debt, so the loan financing does not count against debt limits or require a public vote or bond issuance.
Since the fund was initiated in 1989, the Division of Energy has loaned more than $80 million for completed energy-efficiency projects, for more than $146 million in cumulative energy savings.

2010 Loan Cycles
During calendar year 2010 the division offered $10 million in two separate competitive loan program cycles. For each cycle, the department awarded $5 million available for loan financing of energy-efficiency projects.
Recipients in Southeast Missouri include:
- Bismarck R-V school district in St. Francois County received a $135,501 loan for lighting upgrades. The district expects to save more than $20,000 each year as a result of the upgrades.
- Cabool R-IV school district in Texas County received a $184,205 loan for lighting upgrades. The district expects to save more than $34,000 each year as a result of the upgrades.
- Howell County received a $10,890 loan for thermostat and window upgrades. The county expects to save more than $1,000 each year as a result of the upgrades.
- Licking R-VIII school district in Texas County received a loan for $118,800 for the installation of a ground source heat pump. The district expects to save more than $13,000 each year as a result of the upgrades.
- Southern Reynolds Co. R-II school district in Reynolds County received two loans totaling $316,800 loan for a wood heating system and for lighting upgrades. The district expects to save nearly $52,000 each year as a result of the upgrades.
- Thayer R-II school district in Oregon County received a $132,897 loan for lighting upgrades. The district expects to save more than $15,000 each year as a result of the upgrades.
- Valley R-VI school district in Washington County received a $59,400 loan for insulated monolithic lighting. The district expects to save more than $6,500 each year as a result of the upgrades.
Recipients in Southwest Missouri include:
- Laclede County received a $133,010 loan for lighting and heating, ventilation and air conditioning upgrades. The county expects to save more than $36,000 each year as a result of the upgrades.
- Missouri State University in Green County received two loans totaling $187,807 for occupancy sensors and lighting upgrades. The university expects to save more than $43,000 each year as a result of the upgrades.
Recipients in the St.Louis area include:
- The City of Creve Coeur in St. Louis County received a $149,112 loan for lighting upgrades and the installation of an evaporative condenser and low-E ceiling. The city expects to save more than $24,000 each year as a result of the upgrades.
- Gasconade County received a $17,127 loan for insulation and lighting upgrades. The county expects to save more than $2,000 each year as a result of the upgrades.
- Gasconade Co. R-II school district received a $198,000 loan for lighting and heating, ventilation and air conditioning upgrades. The district expects to save $32,000 each year as a result of the upgrades.
- Sullivan School District in Franklin County received a $198,000 loan for lighting upgrades. The district expects to save more than $30,000 each year as a result of the upgrades.
- Troy R-III school district in Lincoln County received a $119,619 loan for lighting upgrades. The district expects to save more than $12,700 each year as a result of the upgrades.
Recipients in the Kansas City area include:
- Archie R-V School District in Cass County received a $66,300 loan for heating, ventilation and air conditioning upgrades. The district expects to save nearly $6,800 each year as a result of the upgrades.
- The City of Butler in Bates County received a $24,690 loan for lighting upgrades. The city expects to save nearly $6,500 each year as a result of the upgrades.
- The City of Raytown in Jackson County received a $43,560 loan for roof insulation, wall insulation and window upgrades. The city expects to save more than $8,000 each year as a result of the upgrades.
- Holden R-VIII school district in Johnson County received a $29,700 loan for lighting upgrades. The district expects to save $3,200 each year as a result of the upgrades.
- Jefferson C-123 school district in Nodaway County received an $84,205 loan for lighting and heating, ventilation and air conditioning upgrades. The district is expected to save more than $13,000 each year as a result of the upgrades.
- North Andrew R-VI school district in Andrew County received a $57,915 loan for lighting upgrades. The district expects to save more than $21,000 each year as a result of the upgrades.
- Platte County R-III school district in Platte County received a $211,598 loan for lighting upgrades. The district expects to save nearly $24,000 each year as a result of the upgrades.
- Ray County received a $19,800 loan for temperature controls. The county expects to save more than $6,000 each year under the program.
- Santa Fe R-X school district in Lafayette County received a $116,820 loan for temperature controls. The district expects to save $20,000 each year as a result of the upgrades.
- Shawnee R-III school district in Henry County received a $10,890 loan for lighting upgrades. The district expects to save more than $1,000 each year as a result of the upgrades.
- The University of Missouri-Kansas City in Jackson County received a $468,679 loan for lighting and heating, ventilation and air conditioning upgrades. The university expects to save nearly $52,000 each year as a result of the upgrades.
Recipients in the Northeast Missouri include:
- Centralia R-VI school district in Boone County received a $54,598 loan for lighting upgrades. The district expects to save nearly $9,500 each year as a result of the upgrades.
- Lewis Co. C-I school district in Lewis County received a $108,900 loan for lighting and heating, ventilation and air-conditioning upgrades. The district expects to save more than $13,000 each year as a result of the upgrades.
- Norborne R-VIII school district in Carroll County received a $21,780 loan for lighting upgrades. The district expects to save more than $2,000 each year as a result of the upgrades.
- Macon County R-ischool district received a $396,000 loan for lighting upgrades and the installation of a high efficiency boiler. The district expects to save nearly $50,000 each year as a result of the upgrades.
- Cole County R-I school district received a $231,000 loan for lighting and temperature control upgrades. The district expects to save more than $27,000 each year as a result of the upgrades.
- Lincoln University received a $196,929 loan for lighting upgrades. The university previously recieved a $990,000 loan last Fall for energy-efficiency improvements that will provide the university with an additional $130,000 in savings. Both loans total $1.18 million that will provide more than $165,000 in savings to the university.
- Truman State University received a $134,739 loan for lighting upgrades. The university expects to save more than $27,000 each year as a result of the upgrades.
