Nominations to the National Register: Missouri Requirements & Due Dates

Nominations to the National Register of Historic Places that contain fewer than 75 properties may be submitted for review by the National Register staff at the State Historic Preservation Office (SHPO) at any time throughout the year to be scheduled for the appropriate quarterly Missouri Advisory Council on Historic Preservation (MOACHP) meeting.

Special Rules for Large Districts
Any nomination of a potential district of more than 75 properties will not be reviewed unless a survey is already on file with the SHPO. If no survey is on file one must be submitted to SHPO at least 3 months before a nomination is submitted in order to allow SHPO staff time to review the material and provide comments on eligibility to the preparer. For more information on survey requirements please contact the Historic Survey and Registration Coordinator. If the proposed district is within a Certified Local Government (CLG), a nomination preparer must notify the CLG and SHPO of the proposed nomination 3 months in advance of its submission even if a survey is already on file.

The Review Process
Whether prepared by private citizens or by consultants, most nominations -- regardless of size -- go through several drafts before consideration by the MOACHP at one of its quarterly meetings (schedule below). All submitted nominations must be reviewed by SHPO staff to ensure that they adequately document the property and its significance and meet the standards set by the National Park Service's National Register program.

To assist preparers in providing the documentation necessary for the review of their nominations, the SHPO has issued "The Missouri Guide to the National Register Process."

When needed, staff will provide written comments and/or a marked copy of the nomination to the preparer.

In order to have a nomination considered for review at a given meeting of the MOACHP a substantially complete draft nomination must be received by the posted deadline. Please refer to “The Missouri Guide to the National Register Process.”  A substantially complete draft will include the following information in the appropriate format:

Draft nominations that do not meet the "substantially complete" requirements (see above) will be returned and will not be scheduled for the upcoming MOACHP meeting.   When an incomplete draft is received by the SHPO, it will be returned with a letter listing the items required to meet the substantially complete criteria to the nomination preparer. Once required items are received, the draft nomination will be placed on the list to be reviewed by staff for a later MOACHP meeting.

In cases where the eligibility of a nominated property is not clear, and cannot be easily addressed, the nomination will not be placed on the MOACHP agenda but will be treated as an Eligibility Assessment and returned to the preparer with SHPO staff comments pursuant to 36 CFR Part 60.11(c). To avoid this we encourage the submission of an Eligibility Assessment before a nomination is prepared.

Meeting Schedule and Deadlines for Submission of Nominations
Although nominations may be submitted for review at any time during the year, SHPO staff recognizes that preparers may wish to present their nominations at specific MOACHP meetings. The following information is provided to assist preparers in their planning.

The Missouri Advisory Council on Historic Preservation sets its schedule for the coming year at its August meeting. Following that decision, SHPO sets due dates for nomination submission for the coming year. All persons listed on the Architectural Historian/Historian consultants list and SHPO's "interested party" list will be notified by letter of the submission due dates. Due dates are also posted on this Web page.

Due dates for nomination submission are set to provide the lead time necessary to allow time for staff to review and comment on the substantially complete draft nomination, as well as time for the preparer to make any necessary revisions. Once approved by staff, the complete final draft of the nomination must go to the members of the Advisory Council in time for them to review it prior to their quarterly meeting.

Preparers are advised to consult with National Register staff well before the deadline regarding the status of their nominations.

Preparers whose nominations are incomplete, need substantial revisions, or are received after the following deadlines should expect to present their nominations at a later meeting.

When a nominated site or district lies within the jurisdiction of a CLG, federal law requires that SHPO provide an opportunity for comment by the chief elected official and the preservation commission. In order for the MOACHP to review the nomination at one of the meetings specified below, a final draft of the nomination must be received by SHPO by the due date preceding that meeting date so that SHPO staff can notify the appropriate officials. Our office will provide a copy of the original submitted draft nomination to the CLG along with their letters of notification. It will be the responsibility of the preparer to provide the CLG with later drafts.

Appropriately formatted complete drafts of all nominations within the jurisdictions of CLGs and all district nominations regardless of location received by SHPO staff on or before 5 p.m.

Please note that submission by the due date does not guarantee that a nomination will be reviewed by the MOACHP at its upcoming meeting. Nominations that are incomplete or that need substantial revisions must be revised and presented at a later meeting, along with nominations received after the due date.
